Ohio Issued Federal Government Cell Phone Appears on Sex List

is a cell phone issued by the Federal Government. It also happens to be on the DC Madam prostitute list.
How do I know this? I just spoke with the gentleman who currently possesses it. He would not give me his name, but he claims he was issued this number in January, and that it is a Federal Government cell phone.
That's a strange number to be calling an alleged prostitution ring off of, dontcha think?

Who runs cell phone distribution for the federal government? I am sure that information isn't classified so we should be able to find out who had the number previously.
