DeWine suffering from Bush syndrome ?

I really don't know how to go about saying this, but Mike DeWine, in his new ad, looks and sounds like he has had a mild stroke.

His speech is all kinda drawly and he talks out of the side of his mouth. Really not like I remember him at all. Like I said not sure how to say this without being politically incorrect - but he looks and sounds like a retard, or drunk.

Maybe he has Bush syndrome ?

DeWine was at the Riverside Founders Day Parade today and looked a little out of sorts, particularly after receiving a stern lecture from Scurvydog at the end of the parade route.
