Blackwell's health care plan $7 Billion Budget Buster; Strickland's plan more effective, less costly.

Blackwell had NO health care plan until now; he never mentioned it before. So he literally slapped this together. It's as shoddy as his sell-the-turnpike plan where he's running around the state promising that the proceeds from the leasing of the turnpike will go to pay for, well, everything. Hundreds of billions of dollars worth of things. Moron.

You know, there's a term for a government imposed financial costs placed on citizens for services....
