This article reiterates what a lot of us have been saying about how important it is for all campaigns to pay attention to the blogs. I think that campaigns are starting to "get it" and will increasingly devote more resources towards reaching out to online activists.

Well i think that depends upon the desired service level. I could accommodate a fee structure or hourly if the work is ongoing.
